Are they ultimately determined by the banks or by the market?  (or are the banks and the market now one and the same?)

Buy or sell?

I don't do waves, but to me this looks like 5 down followed by 3 up.  Could treasuries be starting another 5 down?  I'm guessing a move below 86$ would confirm that the downtrend has resumed.
